The Clarke County School District administrative offices stand empty on Dec. 16 due to COVID-19 concerns. The Clarke County School District announced Thursday in a press release that two candidates have been selected to fill high-level human resources vacancies created by the departure of Chief of HR Lynn Duke and Executive Director of Talent Management Michael Harris.

The new Chief of HR will be Dr. Selena Blankenship, who is returning to CCSD after serving as Assistant Superintendent for the Jackson County School System. According to the press release, Blankenship was previously a teacher, assistant principal and associate principal at Clarke Central High School, as well as the principal of Hilsman Middle School.
“I am pleased Dr. Blankenship is rejoining our CCSD family — she already has a deep love for our students, our staff and our community,” CCSD Superintendent Dr. Xernona Thomas said in the release.
The new Executive Director of Talent Management will be Dr. Marsha Francis, who is moving to CCSD from her position as Program Manager of Talent Management for the Fulton County School District. Francis also has experience as a teacher and an Educational Teacher Performance Assessment coordinator and instructor.
“I appreciate the experience Dr. Francis brings in the areas of supporting teacher candidates and
performance assessments,” Dr. Thomas said in the release. “We know positive student outcomes are directly related to the hiring and retention of high-quality staff, and I am confident in the leadership and impact Dr. Blankenship and Dr. Francis will have on this important work.”
